These weapons now reset no matter what even if you gift wrap them, you should update your notes accordingly.

They fixed it as of now, you can no longer gift wrap and keep the kill count on strange items. It triggers a counter reset.

I just tried gift wrapping a strange weapon with kills on it and it tells me that when I do it it will reset the rank to 0.

if it was already gift wrapped and un-opened PRE-Update it might be glitched ina way where you can trade it, but as of now you cannot gift wrap a strange wep and it retain its kill count.
