This is an odd-leveled Unique weapon, the normal level of a Soda Popper is 10. As you can see, this is 7, also as you can see from the link above these items are very rare, there can be no more created of them (the only way this number can go up, is if they are in private inventories). These kind of odd leveled weapons are a lot different to the vintage ones. This was a short term bug in MvM, where upon completing a tour, you had a chance to get a normal drop with an odd level, the level depending on your tour count, just like the botkiller weps are supposed to do. This is fixed. These are rarer than Level 0 Vintage Weapons! (See http://stats.tf/cat/weapons click on a weapon, and look for level 0).
